Verbs ע”ע (called k'fulim) having a non guttural as their first root consonant follow this pattern in the qal construct infinitive whenever the preposition 'min' is prefixed to them:

בָּרַר ----- to choose

(מִ)קֹּל | (מ)קול ----- since) to be light

קָלל ----- to be light
