It is a variant of ptr P-t003.

Pi'el imperfect, 1st person singular of most Hebrew verbs. It is with dagesh in the central root consonant. The final ה is paragogic:

Remark: This is a pattern of rather ancient use. Israeli Hebrew uses ptr P-t003 instead.

אֲלַמְּדָה | אלמדה ----- I) will teach (Psa 51:15

לָמַד ----- learn (Isa 26:10

לִמַּד ----- teach (Coh 12:9

אֲדַבְּרָה | אדברה ----- I) will speak (Psa 122:8

דִּבֵּר ----- speak (Isa 22:25f
