Hithpolel imperfect, third person plural of some verbs having a שׁ as their first root consonant. It is a very strange form, appearing in the Bible. The usual one is PIS/t1-340:

אֶשְׁתּוֹלְלוּ ----- they) will be spoiled (Psa 76:6

(וְ)שָׁלַל ----- and) spoil (Eze 29:19
