Hithpo'el, participle —the so called beynonee— masculine singular of verbs ע"ע having a שׁ, ס or שׂ as their 1st root consonant and having no guttural or ר as 2nd --middle-- root consonant:

מִסְתּוֹלֵל ׀ מסתולל ----- who/which exalts one/itself (Exo 9:17

[ סָלַל] ----- cast up

מִשְׁתּוֹלֵל ׀ משתולל ----- who/which is being spoiled (Isa 59:15

(וְ) שָׁלַל ----- and) spoil (Eze 26:12
