It is a variant form of ptr PI-t1-100.

Hithpo'el, imperfect, 3rd person msculine singular of some of the verbs ע"ע having שׁ, ס or שׂ as their 1st root consonant. It is used as the word is preceded by a waw.

(וַ) יִּשְׁתּוֹמֵם ׀ ישתומם ----- he/it) will ravage, appall (Isa 59:16

[ שָׁמֵם] ----- be desolate
