It is a variant of PI-d085: Hiph'il participle, masculine singular of

those verbs פ"י —and פ"ו too—, not having a צ as their medial root consonant and ending by ח ,הּ or ע:

מוֹשִׁיעַ | מושיע ----- m.b.) who causes to save, saviour (Isa 43:11f

[ יָשַׁע] ----- save

(וּ)מוֹכִיחַ | מוכיח ----- m.b.) who causes to adjudge, reprover (Pro 9:7

[ יָכַח] ----- decide
