Statutes for the City of Valoria
Article 1:
On the 17th day of the month of March in the 302nd year after the demise of
Mondain the city of Valoria has been proclaimed.
Article 2:
The purpose of the city of Valoria is:
to form a close community of people, acting for their common
good; and
to defend this close community to threats from outside.
Article 3:
The purposes named in article 2 are to be achieved in a legal way by:
gatherings, including those needed to rule the town and to relax;
obtaining and maintaining buildings to house the citizens of Valoria;
making and maintaining contacts with those entities inside and outside of
Sosaria that relate to Sosarian life and Valorian life especially; and
taking such legal actions as the citizens of Valoria and their intrests find
necessary.
Of the Citizens:
Article 4:
The city of Valoria recognizes:
citizens; and
applicant-citizens.
Article 5:
Citizens of Valoria can only be those people that:
take an interest in Valoria; and
the existing citizens of Valoria take an interest in.
Article 6:
Those that comply with article 5.1 can apply for citizenship of Valoria. This
application will be in writing, after which the applicant shall be known as an
applicant-citizen of Valoria.
Article 7:
An applicant-citizen becomes a Citizen of Valoria when at least 50% of the
existing citizenry of Valoria have voted that they should become a Citizen.
Article 8:
One is no longer a citizen of Valoria after:
a written statement, handed over in person to the council of Valoria, giving up
ones own citizenship; or
after being expelled by a decision of the council of Valoria.
Article 9:
One is no longer an applicant-citizen of Valoria after:
a written statement, handed over in person to the council of Valoria, giving up
ones own applicant-citizenship;
after a decision by the council of Valoria revoking the applicant-citizenship of
the applicant-citizen;
by becoming a citizen of Valoria.
Of the Council:
Article 10:
The council of Valoria shall consist of at least three members, all of which are
to be citizens of Valoria. One of these members is to be the chairman of the
council meetings and mayor of Valoria.
Article 11:
Members of the council of Valoria will be:
the Mayor of Valoria;
all leaders of commissions issued by the council;
the guildmasters of the three founding guilds of the city of Valoria:
the
guildmaster of the Order of the Ebon Hand, the guildmaster of the Healers of
Europa and the captain of the Valoria City Guards;
Kofu, Son of Scar, founding father of Valoria; and
a representative number of elected citizens, being no fewer than four and no
greater than 5% of the total number of registered citizens
Article 12:
The council of Valoria can make legal decisions for the city of Valoria.
Every member of the council has the right to take the necessary legal actions to
uphold these decisions.
Of the Regulations:
Article 13:
The city of Valoria will have written regulations. These regulations, and the
legal decisions of the council based on them, will be binding for all those
named in article 4.
Article 14:
The regulations of Valoria shall specify the details of upholding these statutes
and may therefore not contain any article conflicting with these statutes.
Of the statutes themselves:
Article 15:
These statutes will form the constitution for the city of Valoria as soon as
these statutes are approved by the council of Valoria.
Article 16:
Changes to these statutes can be made on an article-to-article basis by the
council of Valoria, of which a 4/5 majority has to be in favor of the changes.
These statutes were unanimously agreed upon by the council in their meeting
of 24th May 2001, making it the constitution of the town of Valoria, thereby
officially founding the city of Valoria.
Articles 7 and 11.5 were amended by majority agreement of the Council on 22nd
December 2001.
